No, but the importer must be registered with AICIS and each ingredient must fit an introduction category.

Are sunscreens cosmetics in Australia?

Primary sunscreens are therapeutic goods listed with the TGA. Some secondary sunscreens, such as moisturisers with SPF, can be cosmetics.
